Purpose of the Job

To design, lead, and continuously enhance end-to-end learner experiences, academic quality, governance frameworks, and digital learning ecosystems across HITCL, ensuring high learner satisfaction, innovative learning solutions, consistent learning standards, effective digital enablement, data-driven improvement, and operational excellence

Key Accountabilities: Description

  • Learning Experience, Innovation & Delivery Excellence: Design, continuously enhance, and operationalize engaging, modern, and high-quality end-to-end learner experiences across all HITCL programs by integrating learner journey design, innovative learning approaches, and effective delivery coordination to ensure a consistent, seamless, and impactful learning experience
  • Digital Learning & Learning Technology: Lead the development, adoption and continuous enhancement of HITCL's digital learning ecosystem and emerging learning technologies
  • Learning Design & Academic Excellence: Own HITCL learning design, academic quality, governance, assessment and certification frameworks to ensure consistent and high-quality learning experiences
  • Learning Analytics & Continuous Improvement: Govern learning analytics, performance measurement and insight-driven continuous improvement across HITCL
  • Organizational Capability & Team Leadership: Build and lead a high-performing learning enablement organization by developing team capabilities, fostering collaboration, promoting innovation and continuous learning, and ensuring the function has the talent, culture, and organizational readiness required to deliver HITCL's strategic objectives.

Major Activities

  1. Design and continuously improve end-to-end learner journeys.
  2. Establish learner experience standards.
  3. Govern annual learning calendar planning, publication and monitoring.
  4. Ensure effective planning, coordination and operational readiness for all learning delivery.
  5. Govern reliable execution of training operations with Schools and Campus Services.
  6. Pilot and scale innovative learning approaches.
  7. Benchmark leading learning organizations.
  8. Govern LMS/LXP system.
  9. Improve digital platforms.
  10. Lead AI-enabled learning adoption.
  11. Define instructional design standards.
  12. Define academic standards.
  13. Govern program approvals.
  14. Chair governance meetings.
  15. Monitor compliance.
  16. Oversee learning quality audits and review findings to drive improvement actions.

  18. Provide strategic direction to Content Development.

Minimum Qualifications

Bachelor’s degree in Education, Technology, Business, or a related discipline. Master’s degree in the same disciplines is preferred.

Minimum Experience

12–15 years of progressive experience in learning & development, corporate learning, learning experience, digital learning, academic quality, or related capability development environments, including leadership experience in a learning function

Job-Specific Skills

  • Learning Sciences

    Deep understanding of how adults learn, including cognitive principles, skill acquisition, and behavior change, to ensure all academic standards and learning frameworks are grounded in effective learning science.

    Learning Experience Design

    Ability to design and continuously enhance integrated learner experiences by combining learning science, instructional design, digital technologies, assessment, learner engagement, and operational touchpoints into a cohesive, effective, and engaging learning journey.

    Learning Evaluation & Analytics

    Ability to define, measure and govern learning evaluation frameworks to measure effectiveness and ensure continuous improvement.

    Compliance & Accreditation

    Ability to ensure adherence to regulatory standards and manage accreditation processes.

    Learning Innovation & Emerging Technologies

    Ability to identify, evaluate, and adopt innovative learning methodologies and emerging technologies, including AI-enabled learning solutions, to continuously enhance learner engagement, capability development, and organizational performance.

Languages

Fluency in English is mandatory. Arabic proficiency is preferred and considered an advantage

Special Certifications / Membership

  • Professional proficiency in English and Arabic
  • Certification in learning design, quality assurance, or assessment (advantage)
