Purpose of the Job

To lead and govern multi-campus operations, facilities, assets, and administrative services across HITCL, ensuring safe, compliant, and fully ready learning environments, effective administrative enablement, disciplined procurement request management, and optimal utilization of academy facilities, while managing outsourced operations and internal facility leasing. 

Key Accountabilities: Description

  1. Ensure uninterrupted, safe, and efficient operation of all HITCL campuses.
  2. Safeguard and optimize the utilization of HITCL’s physical assets and facilities. 
  3. Ensure outsourced service providers deliver compliant, cost effective, and high-quality services. 
  4. Manage internal facility leasing and cost recovery with sister companies in a fair, transparent, and governed manner.
  5. Ensure full compliance with safety, regulatory, and internal governance requirements. 
  6. Ensure disciplined management of campus-related budgets and expenditures.

Key Accountabilities: Performance Indicators

  1. Campus readiness and availability rate, Number of service disruptions or safety incidents, Stakeholder satisfaction with campus services. 
  2. Asset compliance and audit results, Asset utilization and condition index, Maintenance response and resolution time.  
  3. SLA compliance rate, Vendor performance evaluation scores, Cost efficiency against approved budgets. 
  4. Accuracy and timeliness of cost recovery, Compliance with internal leasing agreements, Stakeholder satisfaction with shared facility arrangements. 
  5. Number of compliance or audit findings, Resolution time for identified risks, Safety incident frequency rate. 
  6. Budget variance, Timeliness of financial reporting, Approval cycle efficiency.

Major Activities

  1. Lead end-to-end campus operations across multiple HITCL campuses, ensuring continuous readiness and service excellence.
  2. Govern facilities, infrastructure, and physical assets with lifecycle, risk, and compliance oversight.
  3. Manage internal leasing of campus spaces to sister companies, including space allocation, service levels, and usage governance. 
  4. Coordinate cost recovery and facility-related cross-charging in alignment with Planning & Budget and Finance. 
  5. Oversee outsourced service providers (cleaning, catering, pest control, landscaping, restaurant operations, etc.) and enforce SLAs. 
  6. Ensure compliance with health, safety, security, and regulatory requirements across all campuses.
  7. Own campus inspection readiness and coordinate internal and external audit and regulatory visits. 
  8. Develop and monitor operational budgets related to facilities, approve and govern operational expenditures within delegated authority levels assets, and services.

  10. Ensure optimal utilization of classrooms, labs, workshops, and shared spaces.
  11. Lead asset inventory, valuation, safeguarding, and reporting for high-value institute assets. 
  12. Manage maintenance programs to ensure infrastructure reliability and business continuity.
  13. Establish and monitor operational KPIs, service quality metrics, and improvement plans. 
  14. Act as the primary senior interface with internal stakeholders and sister companies on campus-related matters. 
  15. Build and lead capable operational teams and contractors, ensuring clarity of roles, accountability, and performance.

Job Context

The role is accountable for the governance, readiness, and utilization of HITCL facilities, enabling uninterrupted learning delivery and effective shared use of campus spaces in coordination with internal stakeholders. 

Framework, Boundaries & Decision Making Authority

  • Approves campus operational expenditures within delegated authority.
  • Approves vendor selections, SLAs, and service renewals.
  • Endorses internal facility usage and leasing arrangements.
  • Escalates capital investments and policy exceptions as required.

  • Ensure HITCL campuses operate as safe, reliable, and high-quality learning environments.
  • Protect and optimize institutional assets and infrastructure.
  • Enable learning delivery through disciplined operations, compliance, and internal commercial governance. 

Minimum Qualifications

Bachelor’s degree in Facilities Management, Engineering, Business Administration, or related field. Master’s degree preferred.

Minimum Experience

12–15 years of experience in campus operations, facilities, asset management, or large-scale administration.

Experience managing multi-site operations, high-value assets, and outsourced service portfolios

Languages

Professional Fluency in both English and Arabic

Special Certifications / Membership

Professional certifications in facilities management, health & safety, project management, contract/vendor management, or procurement governance (e.g., CFM/FMP, NEBOSH, PMP/PRINCE2, WorldCC, CIPS) are considered an advantage.
